The DoDIN Joint Warfighter Capabilities Department provides critical mission capabilities to the Warfighter in partnership with our sponsors. Our mission is to enable DoD technology & information superiority. Our department work program is focused on providing rapid & resilient cloud capabilities; reimagining the global DoD network; modernizing legacy C2 & communications; and ensuring spectrum superiority.

We are seeking a Deputy Project Leader (PL) with expertise in communications network engineering to join our team as the DoD CIO C3 Deputy PL. The current DoD CIO C3 work program is focused on tactical communications; position, navigation, and timing (PNT); 5G; electromagnetic spectrum sharing, satellite communications (SATCOM), and national leadership command capabilities (NLCC).

The successful candidate is expected to work in partnership with the DOD CIO C3 PL to successfully execute a wide-ranging work program . Additionally, the candidate will combine technical experience in one or more of the following communications domains to meet DOD CIO outcomes and objectives: tactical communications; commercial wireless; radio frequency (RF) communications; SATCOM; PNT; electromagnetic spectrum.

Roles & Responsibilities:

  • Building and maintaining relationships with our DoD CIO C3 Sponsors.

  • Developing a thorough understanding of the customer’s mission, environment, and critical challenges.

  • Assist in shaping the project work to address our sponsor’s most critical mission challenges and alignment with the portfolio strategy.

  • Ensuring development of data-driven technical products and actionable solutions to support our Sponsor’s most critical challenges and outcomes.

  • Contributing to the technical work program.

  • Maintaining a substantial presence at the Sponsor Site, i.e., Mark Center, Crystal City, Pentagon.

  • Mentor and develop project staff.

Basic Qualifications:

  • Bachelor’s degree in electrical engineering or related discipline with 8 years of related experience; or 5 years and a master’s degree or 3 Years and a PhD.

  • Experience leading a mid-size multi-disciplined team as a task lead or project lead.

  • Strong technical experience in one or more of the following communications domains: tactical communications; commercial wireless; radio frequency (RF) communications; satellite communications (SATCOM); position, navigation, and timing (PNT); electromagnetic spectrum.

  • Excellent written & verbal communication skills, including effective technical presentation skills.

  • Experience operating in support of Senior Executives and other high level DoD staff (OSD, Joint Staff, Components, Combatant Commands).

  • Two or more years’ experience supporting the DoD.

  • Demonstrated ability to build and sustain trusted sponsor relationships.

  • Proven ability to provide objective solutions and recommendations to address critical sponsor challenges.

  • Proven team builder with ability to work across Program Division and MITRE Labs bringing required staffing resources to bear.

  • Solid systems engineering skills.

  • Experience working with or knowledge of DoD C3 systems and networks.

  • Active Top Secret with ability to obtain and maintain TS/SCI clearance.

  • This position requires a minimum of 50% hybrid on-site presence.

Preferred Qualifications:

  • Master’s degree in electrical engineering or related discipline.

  • Task Lead or Project Lead experience.

  • Recognized SME in one or more of the following: tactical communications; commercial wireless; Radio Frequency (RF) communications; satellite communications (SATCOM); position, navigation, and timing (PNT); electromagnetic spectrum.

  • Strategic thinker.

  • Active TS/SCI Clearance.
